Education services are provided by the pops with high education (see Employment). Every high education pop in the province gets the same salary no matter does he work for the administration, private or public education. Changing expenditure on education, you change the number of high education pops you hire for public education.

To maintain or grow literacy, pops consume a certain amount of education services (education access). As pop becomes more literate, its need for education services grows too, so initial 100% satisfaction will not give you 100% satisfaction till the end of the game. Education services are produced in two ways:

Private education. Pops pay to get private education.

Public education. Public education is financed by the state and provided to pops for free. State does not sponsor education of unaccepted pops. Increasing production of public education beyond 100% satisfaction makes education cheaper to the pops and replaces private education.
