Access industry specialization window through economic window (hotkey Ctrl+N -> Factory types).

Nations can specialize their industry in particular factory types to reduce inputs consumption by these factories.

Every day each nation generates the same amount of Specialization points as Research Points (1:1).

Then these points are invested in optimizing particular factory types on national level: 100k points invested reduce inputs by 50%. 0.1% of invested points are lost daily.

Half of specialization points are managed by the capitalists (AI manages private specialization) which always try to maximize their profit and other 50% are managed by the state.

As you have set priorities to distributing the state-managed points in the UI, the final share of points going to a factory type is a priority of one type divided on total sum of priorities. So if you set 1 for one factory and 0.5 for another, you get 0.66 for the first factory and 0.33 for the second.

Private specialisation mostly follows existing setup of factories, so if you focus on small arms production and thus increase amount of money private investors spend on inputs for them, it encourages them to follow.

AI plays specialization as a race. Once it lost specialization race in one field, it'll try to respecialize into a different industry.
